Mae'r datganiad cwbwl gamarweiniol yma wedi cael ei rhyddhau gan Grwp Plaid Cymru ar Gyngor Gwynedd heddiw: STRATEGAETH ADDYSG FEITHRIN I WYNEDD "Mae cynghorwyr Plaid Cymru ar Gyngor Gwynedd yn argymell diogelu addysg feithrin ar draws y sir gan weithredu adolygiad o'r ddarpariaeth gyda'r nod o greu Strategaeth Addysg Feithrin i Wynedd. Mae'r cyngor yn ystyried opsiynau drafft i leihau ariannu grwpiau chwarae cyn-ysgol a newid gofynion mynediaid i ysgolion prif-lif. Bydd Plaid Cymru yn gofyn i bob cynghorydd beidio â chynnwys trefniadau cyn-ysgol mewn pecyn o doriadau gwerth £16 miliwn, gan gynnig strategaeth i gynllunio darpariaeth rhwng ysgolion, Mudiad Ysgolion Meithrin (MYM) a grwpiau gwirfoddol eraill. Bydd cynghorwyr, swyddogion addysg a chynrychiolwyr cylchoedd meithrin yn trafod sut orau i ddarparu addysg o ansawdd ar gyfer plant bach dwy a thair oed mewn trefi ac yn y cefn gwlad. Dywedodd Liz Saville Roberts, deilydd portffolio addysg: 'Dylai plant gael pob chwarae teg mewn bywyd, ac mae addysg ar gyfer plant dan bedair oed yn darparu manteision addysgol a chymdeithasol. Mae hefyd yn helpu plant o deuluoedd di-Gymraeg i ddysgu a defnyddio'r iaith wrth chwarae gyda ffrindiau. 'Rydym yn credu y byddai ystyried newid darpariaeth feithrin heb wybodaeth briodol yn cael canlyniadau annisgwyl a negyddol, a gallai rhai plant golli allan. Mae swyddogion y cyngor a chynghorwyr yn bryderus nad oes ganddon ni'r wybodaeth angenrheidiol i alluogi cynllunio'n effeithiol a theg. Byddwn yn galw ar i bawb sydd â diddordeb gymryd rhan wrth gynllunio rhwdwaith cadarn o grwpiau cyn-ysgol a chylchoedd meithrin ar gyfer dyfodol Gwynedd.' Croesawodd Hywel Jones, prif weithredwr MYM, y bwriad i ddiogelu gwasanaethau addysg feithrin ar draws Gwynedd, gan ychwanegu: ‘Rwy’n hynod falch fod cynghorwyr Gwynedd wedi cynnal trafodaethau ystyrlon gyda’r Mudiad, ac wedi cytuno i drafodaethau pellach, nid yn unig er mwyn diogelu’r ddarpariaeth, ond hefyd er mwyn llunio strategaeth ar gyfer addysg feithrin – strategaeth fydd, gobeithio, yn gynaladwy i’r dyfodol.‘ Dywedodd Dyfed Edwards, arweinydd Cyngor Gwynedd: 'Mae ein trafodaethau cychwynol gyda swyddogion Mudiad Ysgolion Meithrin wedi bod yn adeiladol iawn ac yn sail i gydweithio i'r dyfodol gan greu Strategaeth Addysg Feithrin i Wynedd a sicrhau bydd cyfundrefn gynaliadwy ac effeithlon gennym i'r dyfodol. Mae gennym le i ymfalchio yng ngwaith ein cylchoedd Meithrin ledled Gwynedd a’r gefnogaeth rydym yn darparu iddynt fel Cyngor. Rwyf yn hyderus bydd modd i’r Mudiad a ninnau fel Cyngor gydweithio ac ymateb i’r her o sicrhau parhad y ddarpariaeth ardderchog hwn.’"
Mae'n bwysig i ni nodi sawl ffaith yma gan fod y datganiad yma yn gwbwl gamarweiniol ac unwaith eto yn dangos y Blaid i fod yn anghyson ac yn grwp sydd yn barod iawn i gamarwain dinasyddion Gwynedd. Dylid nodi un neu ddau o ffeithiau yn glir: 1. Ar Dachwedd 5ed, cynhaliwyd Gweithdu Arbedion yn Nhrawsfynydd a cyn hynny roedd gweihdu tebyg wedi ei gynnal yng Nghaernarfon...Fel rhan o'r gweithdai hynny roeddym ni i gyd fel aelodau yn cael cyfle i bleidleisio yn electroneg ar gyfres o doriadau sydd yn yr arffaeth er mwyn cael gweld mewn egwyddor, pa bethau oedd yn dderbyniol a pha bethau oedd ddim yn dderbyniol gan yr aelodau. Does dim rhaid i mi ddweud wrthych pan ddaeth y mater o dorri £250,000 o gyllideb Mudiad Ysgolion Feithrin (fyddai yn golygu cau bron pob Cylch Meithrin yn Wynedd) ar y sgrin, yn y ddau weithdu roedd y bleidlais yn erbyn hynny gan bron pob aelod o'r Cyngor (nid jyst rhai Plaid Cymru) yn uchel iawn yn erbyn - felly roedd Dyfed Edwards, Liz Saville Roberts a'r Penneithiaid Addysg yn yn gwybod yn iawn o'r adeg hynny nad oedd ganddynt gobaith caneri o gael y mater hwn drwy'r Cyngor!! 2. Cofiwch hefyd fod Dyfed Edwards wedi amddiffyn y bwriad i wneud y torriad yng nghyllideb y Mudiad yn gryf iawn ar y ry'n diwrnod yn yr erthygl yma yn y Caernarfon & Denbigh Herald. 3. Mi roedd Liz Saville Roberts hefyd wedi cytuno fel Arweinydd Portffolio Addysg i'r torriad yma gael ei ystyried a'i gyflwyno ger bron y Cyngor. Pam felly os oedd hi'n teimlo mor gryf dros addysg plant o dan 4 oed ddaru hi ganiatau i hynny ddigwydd? Wir i chi, dwi'n hynod falch fod cynghorwyr Plaid Cymru wedi dod at eu coel ar y mater yma, fel ddaru mi 'sgwennu ar y blog 'ma ar Hydref 29ain. Ond wir i chi peidwich a chael eich twyllo gan y datganiad mae nhw wedi ei rhyddhau heddiw gan mai chwbwl sydd yma ydi ymgais sal iawn i drio achub gwyneb unwaith eto gyda'r etholwyr ar eu polisi gwallgo nhw, nad oedd ganddynt gobaith o gwbwl i gael drwy y Cyngor ac oedd unwaith eto wedi codi gwrychun rhieni ar draws Gwynedd. Efallai eu bod nhw'n meddwl y medran nhw dwyllo rhai o'r pobl...ond mae eraill ohonom yn gwybod yn well! Tybed fyddent mor wyliadd wrth drafod addysg cynradd yn ardal Tywyn?Fe cawn weld.
This totally misleading press statement has been released by the Plaid Cymru Group on Gwynedd Council today: NURSERY EDUCATION STRATEGY FOR GWYNEDD "Plaid Cymru councillors on Cyngor Gwynedd are to propose safeguarding nursery education across the county with a review of provision to establish a Nursery Education Strategy for Gwynedd. The council is considering draft options to reduce funding to preschool playgroups and alter entry requirements to mainstream schooling. Plaid Cymru will urge all councillors against including pre-schooling arrangements in a package of cuts worth £16 million, and propose a strategy to plan provision between schools, Mudiad Ysgolion Meithrin (MYM) and other voluntary groups. A review of nursery education will see councillors, education officers and playgroup representatives considering how best to provide high quality education for two and three-year-old children in towns and rural areas. Liz Saville Roberts, portfolio holder for education, said: 'Every child should be given the best start in life, and education for children under the age of four provides social and educational advantages. It also helps children from non-Welsh-speaking homes to learn and use the language when playing with friends. 'We believe a one-size fits all approach to pre-school nursery provision across the county would have unexpected and undesirable results, and some children might lose out. Both council education officers and councillors are concerned that we don't have the necessary information to plan effectively and fairly. I would call on all interested groups to participate in planning a strong network of playgroups and pre-school groups for the future in Gwynedd.' Hywel Jones, chief executive of MYM, welcomed the intention to safeguard nursery education services across Gwynedd, and added: ‘I am very proud that Gwynedd councillors have held meaningful discussions with the Mudiad, and have agreed to further discussions, not just to safeguard the provision but also to draw up a strategy for nursery education – a strategy which will, we hope, be sustainable into the future.’"
It is vitally important that we highlight a few facts here, as it is quite clear from reading this statement that not only are Plaid Cymru inconsistant, they are more than willing to deliberatly mislead the Citizens of Gwynedd. The facts that need to be highlighted are: 1. On November 5th, a Savings Workshop was held at Trawsfynydd following a similar workshop that had previously been held in Caernarfon for all Council members to consider every one of the cuts that the Council proposes to make over the next three years. As part of those workshops, each of us as members were asked to vote electronically what our view was on proposed cuts in order for us to see in principal what was acceptable and not acceptable by the Council. I do not need to tell you that when the proposed £250,000 to the budget of the Mudiad Ysgolion Meithrin came up on the screen that in both workshops that a very high majority of members from across the parties (not just Plaid) voted against it and from then on it became clear as crystal to Dyfed Edwards, Liz Saville Roberts and Education Chiefs that they didn't have a cat in hell's chance of getting it through the full Council!! 2.Remember that Dyfed Edwards made a robust defence of the proposed cuts to Mudiad Ysgolion Meithrin budgets on the very same day in this article in the Caernarfon & Denbigh Herald. 3.Liz Saville Roberts as the Portfolio Leader for Education also agreed for the proposed cuts to Mudiad Ysgolion Meithrin budgets to be put before the Council for consideration. If she was so concerned for the education of children aged 4 and under in Gwynedd, why did she allow this to happen? I am delighted that Plaid Cymru Councillors have come to their senses regarding this matter as I wrote on this blog on October 29th. But please do not be misled by this poor attempt to spin on a matter that the quite clearly had no chance of getting through the Council. This is a pathetic attempt to save face with the thousands of parents that they have angered across the County (again) for trying to cut a service that is highly regarded and treasured by many. Maybe they think that they can fool some of the people...but some of us know better!! I wonder if they'll be as humble when it comes to discussing primary education in the Tywyn area? We'll see.
Mae'r newyddion trist am farwolaeth trasig yr heddwas Bill Barker wrth ddelio gyda'r argyfwng oedd wedi ei achosi gan llifogydd difrifol yng Nghymbria yn dysteb o'r peryglon mae'r gwyr a'r gwragedd yn ein gwasanaethau argyfwng yn ei wynebu wrth mynd o gwmpas eu gwaith o ddydd i ddydd. Pan wnewch chi ychwanegu atynt, y canoedd o weithwyr rheng flaen yr Awdurdodau Lleol, mae gennych yma fyddin o fobol sydd yn gwneud eu gorau glas dros eraill mewn argyfwng. Mae pethau wedi bod yn ddrwg yma yng Ngwynedd ond nid hanner mor cynddrwg a'r hyn a welwyd yn Ardal y Llynoedd. I bawb sydd wedi bod yn gweithio'n galed dros y cyfnod yma, hoffwn ddiolch yn fawr iawn iddynt am eu gwaith a'u hymroddiad o dan amgylchiadau anodd dros ben.
The sad news about the tragic death of police constable Bill Barker as he was dealing with the emergency caused by the severe flooding in Cumbria is testemony of the dangers that the men and women who work for our emergency services face in their job on a daily basis. When you add to them the hundreds of frontline Local Authority workers you have an army of people who are doing their very best for others in their hour of need. Things have been bad here in Gwynedd, although far less so than what we have witnessed in the Lake District. To everyone who has worked tirelessly over this difficult period I would like to extend my sincere thanks and express my gratitude to them for their work and committment under very trying circumstances.

Mae Parc Cenedlaethol Eryri wedi datgan eu cynlluniau hwy am barcio di-dal yn gynharach yr wythnos hon ac mae gennyf gyfarfod bore Mawrth nesaf gyda'r swyddog sydd a chyfrifoldeb dros parcio yn y Sir. Gwn yn iawn hefyd fod fy nghyd aelod Llais Gwynedd a'r Fwrdd y Cyngor, y Cyng. Alwyn Gruffydd wedi gwneud galwad o'r fath, os na fydd y Cyngor yn gwneud penderfyniad buan, yna mae'n debyg bydd y Nadolig wedi bod a wedi mynd!
Talking about Christmas...Following my previous posting regarding the matter of free parking in Gwynedd in the run up to Christmas in order to give local businesses a boost - its a shame to say that the Council still hasn't made a decision regarding the matter. The Snowdonia National Park has made a statement regarding their plans for free parking in the run up to Christmas earlier this week and I have a meeting with the officer responsible for Gwynedd's car parks on Tuesday morning. I'm also aware that my colleague on the Board and fellow Llais Gwynedd member Cllr.Alwyn Gruffydd has also called on the Council to make a speedy decision on this matter, as any further delay could mean that Christmas will have been and gone!

This blog reflects my own personal viewpoint on a number of issues as well as discussing local, national and international issues. I also blog about my interests, films,TV, sports and music from time to time. The weeks leading up to Christmas look like being busy and difficult at times, however I want to keep in the Christmas spirit and have a bit of fun that will hopefully put us all in the festive mood by putting one of my favourite Christmas songs up on here every day until the big day it self from December 1st. This letter appeared in today's Cambrian News: Our school places cost less, so can we pay less? Madam, In response to all the letters about the proposed school closures, I pay the same council tax, income tax and national insurance as the writer last week, and my son attends Ysgol Penybryn in Tywyn. As a parent within this area I can appreciate other parents and local councillors fighting to keep their village schools open, what I find difficult to appreciate is that there is approximately £2,000 a year given to Ysgol Penybryn for my son’s attendance and yet a child’s place in a small village school is worth between £9,000 and £10,000. Should I and all the other parents of children at Ysgol Penybryn be entitled to pay less council tax than someone living in Aberdyfi or Llanegryn?

Whilst I applaud the writer of the letter for taking a firm interest in his or her son's education at Ysgol Penbyn in Tywyn, quite clearly it appears that he/she have been misinformed as regards the cost of schooling their son as well as the cost of schooling other children in the Tywyn area. They are not alone in being misinformed on this matter. Our local M.P.,Elfyn Llwyd was also misinformed and his facts were way off beam when he recently appeared on S4C's Pawb a'i Farn. However I may be able to help the concerned parent and our M.P. by providing them with the official figures that Gwynedd Council have kindly provided me regarding the number of pupils and the cost per head for every school in the County.
Ysgol Penbryn 210 pupils £ per pupil £2898 Ysgol Aberdyfi 23 pupils £ per pupil £5630 Ysgol Llanegryn 30 pupils £ per pupil £4299 Ysgol Llwyngwril 30 pupils £ per pupil £4591
These figures clearly show that a child's place in a small school is slightly more expensive, it is far off the sums that the parent from Penybryn referrs to in his or her letter. To be totally clear there is no primary school in Gwynedd which is under Local Education Authority control where it costs £9,000 - £10,000 per pupil to provide education. The highest on the list at present is Ysgol Abergynolwyn, which is in the Tywyn area at £7,822, however there is an exceptence due to the community's wishes that this school will shut and the children transferred to Ysgol Bryncrug in the near future. Now that we have the misinformation out of the way, I may be able to offer help and support to this parent and his/her's fellow parents, teachers and governors at Ysgol Penybryn. Quite clearly with 210 pupils and resources and funds being tight, the future will undoubtedly be challenging for the school like every other school due to current public sector cuts, regardless of their size and location. What would an extra £104,160 per year do to Ysgol Penybryn and to the standards of education for this person's son and his fellow pupils? Quite a lot I imagine...the Headteacher and governors would snap anybody's hand off for that sort money for the school I'd imagine. This is the extra amount of money that the school could and should have if the Welsh Assembly Government funded education in Wales as it is funded in England. Now if this parent or any other parents from Ysgol Penybryn or anyone else connected with the school would like to contact me to discuss this issue, I'd be more than happy to meet them. Alternatively they could e-mail their local Assembly Member, Dafydd Elis-Thomas or the Education Minister to ask them why isn't education funded fairly in Wales and what a massive difference the defecit between funing for schools here and funding for schools in England could make. Their e-mail addresses are dafydd.elis-thomas@wales.gov.uk and jane.hutt@wales.gov.uk What the parent or anyone else should not do in my personal opinion is turn on the parents in neighbouring communities as every child's education is important be it in Tywyn, Llanegryn,Aberdyfi,Llwyngwril, Y Parc, Bangor, Aberdaron, Blaenau Ffestiniog or anywhere else in Gwynedd, Wales and the World. Like I have already stated, if the concened parent would like to get in touch, I'd be more than happy to help them in any way that I can.
